Brottvísun borgara Sambandsins og aðstandenda þeirra á grundvelli allsherjarreglu eða almannaöryggis er ráðstöfun sem getur skaðað einstaklinga alvarlega sem hafa raunverulega aðlagast samfélagi gistiaðildarríkisins með því að nýta sér þau réttindi og það frelsi sem þeim er veitt með sáttmálanum. Því ber að takmarka umfang slíkra ráðstafana í samræmi við meðalhófsregluna svo að tekið sé tillit til þess hversu vel viðkomandi einstaklingar hafa aðlagast samfélaginu, hve lengi þeir hafa dvalið í gistiaðildarríkinu, aldurs þeirra, heilsufars, fjölskyldu- og fjárhagsaðstæðna og tengsla þeirra við upprunalandið.
- [en] Expulsion of Union citizens and their family members on grounds of public policy or public security is a measure that can seriously harm persons who, having availed themselves of the rights and freedoms conferred on them by the Treaty, have become genuinely integrated into the host Member State.
